The City Council cannot discuss matters presented by speakers during general Public Comment per the Brown Act. The City Council, upon majority vote, may decline to hear a speaker on the grounds that the subject matter is beyond their jurisdiction. No individual may speak for more than 5 minutes for items on the agenda. For items on the agenda, each speaker is allotted 3 minutes for public comment, which may be extended by an additional 2 minutes if another audience member who is present at the time wishes to proxy his/her time to the speaker. No individual speaker may speak for more than 3 minutes about an item not on the agenda. Should City Council business continue into the evening session of a regular City Council meeting at 6:00 p.m., the City Council will allow any member of the public who did not address them during the 2:00 p.m. Any person wishing to address the Council with a public comment should first complete and deliver a “Request to Speak” form prior to the time that public comment is taken up by the City Council.
